PUTTING THE BRAKES ON ATTACKS The Lancashire depot houses approximately 110 vehicles. These include small vans containing expensive tools, large refuse collection vehicles, tippers, gully emptiers and compact and large sweepers. Ian McInery, Operational Services Manager for Pendle Borough Council explained: “It was decided in 1991 that a CCTV monitoring system should be installed throughout all our premises after our vehicle depots were continuously the target of malicious activities. Quite frequently, vehicles stored overnight would be vandalised or broken into. It was seen as a sound investment to install CCTV, not only to deter intruders, but also to have evidence to prosecute the more persistent criminal. “With our initial system we monitored the site ourselves around the clock using our emergency console. This worked fairly well but stretched our own resource that could, at times, be fully committed. “In 1998 we upgraded to the RemGuard event driven system which allowed us to monitor our premises from many miles away.” Ian has seen a change in the type of attacks on the depot over the years: “The main theme in the early 1990s was one of malicious damage but this has changed to the situation today where theft, exemplified by a recent incident, predominates". |

INTRUDERS ARRESTED “We have found that the verbal warning issued to potential intruders is extremely effective in deterring criminal activity. In fact the advanced system proved invaluable when three intruders broke into the vehicle depot at Nelson. “RemGuard’s system picked up the intruders on site who had gained access to the depot’s canteen and were attempting to steal money from the vending machines. The police were alerted immediately and the three intruders, plus two accomplices, were arrested.” The depot at Nelson has just undergone a process of redevelopment. As well as physical changes, the Council has upgraded the capability of the RemGuard remote monitoring service it receives by adopting the next generation RemVu Aquila digital transmission equipment. Said Ian: “We felt that we needed to be equipped with the latest RemGuard technology represented by the RemVu Aquila to streamline the efficiency and enhance the capabilities of the remote monitoring service. It is systems like RemGuard’s that save local authorities thousands of pounds a year in terms of insurance and damages. The money saved can then be put to better use in the local area”
